Project Controls Discipline Manager
Position Description: 
The Project Controls Discipline Manager leads and controls a group of professionals who provide value-added services related to planning, scheduling, cost, risk and change management on assigned projects. Services would include preparing schedules, cost models, performance monitoring, forecasting, and reporting which identify variances and risks in work execution strategy.   Provides timely feedback and recommend solutions to management to improve or mitigate issues affecting scope, schedule and cost throughout the life cycle of a project, program or other related work activity. 
Essential Functions:
  • Sets the priorities of Safety and Quality as paramount in all planning and execution.
  • Uses Middough Advance Project Procedures (MAPP) as a tool for project implementation and complies with procedural requirements.
  • Prepares portions of Executive Project Review reports in concert with the Project Manager.
  • Recruits and develops project control personnel.
  • Proactively manages and develops project controls staff to professionally and effectively plan, calculate, and convey scope, schedule, and cost information for projects.
  • Develops the scope, schedule, budget and estimate correlation to complete data for assigned tasks.
  • Leads in the creation of Work Breakdown Structures (WBS) and development of schedules and budget data (including resource loading) for those WBS elements.
  • Manages and/ or Assembles and compiles schedules and cost data and inputs for dissemination into the project control database and other business systems.
  • Creates and Maintains master schedules, merging partner, subcontractor and third party input.
  • Maintains the master resource loaded schedule for assigned projects, programs and/or the business operation
  • Analyzes schedules progress and performance and performs float analysis.
  • Develops schedule recovery plans
  • Performs schedule compression analysis with identified risks and opportunities.
  • Participates in, and / or manages claims, claims analysis and negotiation.
  • Prepares reports and financial information for the Project Accountant, Controller, and / or Project Manager or Senior Project Manager.
  • Assists in managing and maximizing project margins through effective performance and cost control.
  • Advises management of risks that may affect project profit, costs, schedules and client relations.
  • Implements and Maintains timely and effective change management processes, procedures and systems.
  • Takes the lead in the development and maintenance of any periodic (daily, weekly, monthly) reports to keep management and/or owner informed on the project progress, forecasts and recommended actions.
  • Participates in the development of the Project Close Out process including the evaluation of all subcontractors and major vendors.
  • Manage staff hours for Project Control Discipline
  • Lead the development of remote staff in client offices or task force large projects where training, consistency in processes, and regular follow-up is required to properly implement project controls services.

Skills and Qualifications:
  • Bachelors Degree in Engineering, Construction Management or Business or additional 5 years requisite experience in industrial projects.
  • 10+ years’ experience creating and maintaining EPC schedules and Cost Management systems working with cost estimating, resource loading & earned value management systems
  • 5+ years’ experience managing multiple small to mid-size projects for multiple clients
  • 5+ years’ experience recruiting, developing and supervising planners and cost controllers on industrial projects for multiple client programs (small/mid-sized) and/or major capital projects required.
  • Experience with refining, chemical and petrochemical projects required
  • Experience with mining and metals industry a plus
  • Project Controls experience with EPCm services, EPC turn-key, and construction-only projects required
  • Must be able to demonstrate knowledge of principles and concepts of cost engineering as they relate to budgeting, monitoring and tracking actual costs, change management, forecasting, cash flow and project accounting.
  • Hands-on experience with Primavera P6
  • Experience with Word, Access, Excel, PowerPoint and MS Project Software

  • May require occasional overnight travel to another client location/facility or the home office.
  • Conditions will vary at each location, but the conditions listed above will generally apply.
  • When working outside Middough’s office, appropriate safety training and safety equipment will be provided by Middough and/or Client, as required.
